Kauhale O Kalāheo is being developed through a partnership between PAL Hawai‘i and Affordable Housing Kaua‘i.
Affordable Housing Kaua‘i is developing 11 homes, while PAL is developing six homes for qualified households earning up to 100% of the Area Median Income.
PAL’s homes are intended to become part of the Ho‘omaluhia Community Land Trust, helping preserve their affordability as they pass from one qualified Kaua‘i household to the next.
PAL Hawai‘i and Affordable Housing Kaua‘i manage their homes through separate homebuyer processes. Information on this page about HCLT eligibility and selection applies only to PAL’s six homes.

Homes for Different Household Sizes
PAL’s six homes will include two-, three-, and four-bedroom floor plans, creating affordable homeownership opportunities for households of different sizes.
The homes will include solar-electric systems, energy- and water-efficient appliances, and electric-vehicle-ready infrastructure. These features are designed to reduce resource use and help support more affordable living over time.
Preserving Affordability for Generations
PAL’s goal is to place all six of its Kalāheo homes into the Ho‘omaluhia Community Land Trust.
With an HCLT home, the homebuyer purchases and owns the house while HCLT retains and stewards the land. Keeping the land in the trust lowers the initial purchase cost and protects affordability when the home is later sold.
The resale formula allows each homeowner to build equity while keeping the home within reach of the next qualified local household. This preserves the value of public funding, grants, donations, and community partnerships so that the investment can benefit family after family rather than ending with the first sale.
Funding has already been secured to protect one of PAL’s six homes. Community support will help place the remaining five into HCLT, creating permanently affordable homeownership opportunities for generations to come.
Connected to Kalāheo
Kauhale O Kalāheo will be located near many of the places that shape daily life in the community.
Kalāheo Elementary School and Kalāheo Town Center are both located less than a mile from the neighborhood. Residents will also be close to restaurants, a farmers’ market, a bus stop, medical services, a pharmacy, a post office, a park, and local employment opportunities.
Keeping affordable homes close to education, transportation, services, and jobs can reduce the time and expense required to meet everyday needs while helping families remain part of the Kalāheo community.

Help Protect Five Homes for Generations
Funding has already been secured to place one of PAL’s six Kalāheo homes into the Ho‘omaluhia Community Land Trust.
PAL is raising $1.5 million to place the remaining five homes into HCLT. Community support will help ensure that these homes remain affordable not only for their first owners, but each time ownership changes.
