Kauhale O Waipouli is a new neighborhood near central Kapaʻa designed to help local families remain rooted on Kauaʻi. Seventeen Homes, Two Homeownership Pathways
Kauhale O Waipouli will include eight duplexes and one single-family home.
PAL Hawai‘i is developing four homes through the Ho‘omaluhia Community Land Trust for qualified households earning up to 120% of the Area Median Income. Kaua‘i Habitat for Humanity is developing 13 homes through its homeownership program.
Each organization has its own homeownership model, eligibility requirements, application process, and selection process. Applying for a PAL home does not apply a household for a Habitat home.
Two- and Three-Bedroom Homes
The neighborhood will include two-bedroom, one-bathroom homes and three-bedroom, two-bathroom homes, creating opportunities for households of different sizes.
Homes will include solar-electric systems and energy- and water-efficient appliances, helping reduce resource use and support more affordable living over time.
Permanently Affordable Through HCLT
PAL’s four Waipouli homes will be placed in the Ho‘omaluhia Community Land Trust.
The homebuyer purchases and owns the house, while HCLT retains and stewards the land. Removing the cost of the land from the purchase price allows the home to be offered below the open market.
When the home is later sold, a resale formula allows the homeowner to build equity while preserving a more affordable price for the next qualified buyer. This allows the community investment in each home to continue benefiting Kaua‘i households over time.

Kauhale O Waipouli is located along Ke Ala Hele Makalae and within walking distance of Waipouli Beach.
Grocery stores, restaurants, a bank, medical services, a pharmacy, a post office, a bus stop, and numerous jobs are located within approximately half a mile. A farmers’ market, library, and park are also nearby.
Locating affordable homes near daily necessities can help residents reduce the time and expense required to reach work, transportation, services, and recreation.
