Kauhale O Kapaʻa provides 13 affordable studio apartments for Kauaʻi’s workforce in a walkable, mixed-use property in old Kapaʻa town.
By placing homes close to jobs, services, transportation, and everyday necessities, the project helps local workers remain connected to the community they support. Priority and preference are given to qualified households that live or work in the surrounding area.

Studio Living in Old Kapaʻa
Kauhale O Kapaʻa is located in a three-story, mixed-use building in old Kapaʻa. Hoku Foods Natural Market occupies the ground floor, with six studio apartments on the second floor and seven loft-style studios on the third floor.
Each apartment includes a full bathroom and a kitchenette that opens into the living space. The adaptive reuse of this existing property created new housing without separating residents from the shops, services, and community activity around them.
Helping Local Workers Stay
Many local workers earn too much to qualify for traditional housing assistance but still struggle to afford market-rate housing on Kauaʻi.
Kauhale O Kapaʻa helps address this workforce housing gap by creating rental opportunities for income-qualified households, including teachers, healthcare workers, first responders, skilled laborers, service workers, and others whose work sustains the island’s communities.
Keeping workers close to their jobs can also help strengthen local businesses, schools, services, and the wider Kapaʻa community.
Affordable Living Beyond the Home
The location of a home affects the total cost and experience of daily life. Kauhale O Kapaʻa places residents within half a mile of grocery stores, restaurants, a farmers’ market, medical services, a bank, the library, a bus stop, parks, the beach, and the Ke Ala Hele Makalae Path.
