Kauhale O Kapa'a is a middle-income workforce housing project. It is affordable to households at 120% AMI or below with priority and preference for those who live and work in the area. This income group includes professionals like teachers, nurses, first responders, and skilled laborers. These professionals make too much money to qualify for government assistance but not enough to afford market-rate housing.

Located in the heart of old Kapaʻa, Kauhale O Kapaʻa is a mixed-use, three-story building. The ground floor is commercial, under a long-term lease by Hoku Foods Natural Market, with residential units above. The residential area is made up of 13 studio apartments – six units on the 2nd floor and seven loft units on the 3rd floor. All studios include a full bathroom with a tub and a kitchenette that opens into the living space. The units have a two-person maximum occupancy. The building has stairwell access only. There is no designated parking.
