Eleven Homes, Two Homeownership Pathways

Kauhale O Namahana brings together PAL Hawai‘i and Kaua‘i Habitat for Humanity to create 11 affordable homes within one neighborhood.

PAL is developing five homes through the Ho‘omaluhia Community Land Trust for qualified households earning up to 120% of the Area Median Income. Kaua‘i Habitat for Humanity is developing six homes for households earning up to 80% AMI.

Each organization has its own eligibility requirements, application process, selection process, and homeownership model. Applying for a PAL home does not apply a household for a Habitat home.

Homes for Different Household Sizes

PAL’s five homes include:

  • One two-bedroom home

  • Two three-bedroom homes

  • One four-bedroom home

  • One five-bedroom home

This range allows the project to serve households of different sizes, including larger local families who often have few affordable homeownership options.

The homes are designed with energy- and water-efficient appliances, solar-electric systems, and electric-vehicle-ready infrastructure.

Developed in Two Phases

PAL’s five Namahana homes are being completed in two phases.

Phase 1: Units 7–9

Homes: One two-bedroom and two three-bedroom homes
Status: Nearing completion and preparing for homebuyer selection

Phase 2: Units 10–11

Homes: One four-bedroom and one five-bedroom home
Status: Under development

Building in phases allows PAL to move the first three homes into homebuyer selection while continuing work on the remaining two. Proceeds from the sale of Units 7–9 will help support the completion of Units 10 and 11.

Permanently Affordable Through HCLT

PAL’s five homes will be placed in the Ho‘omaluhia Community Land Trust.

The homebuyer purchases and owns the house, while HCLT continues to own and steward the land. Because the cost of the land is not included in the home’s purchase price, the home can be offered below the open market.

When the homeowner later sells, a resale formula allows the homeowner to build equity while helping preserve a more affordable price for the next qualified buyer. This allows each Namahana home to serve household after household over time.

Connected to Kīlauea

Kauhale O Namahana is located across from the Kīlauea Post Office and close to many of the places that shape daily life.

Within approximately half a mile are grocery stores, restaurants, a bank, a bus stop, medical services, a pharmacy, a park, and the post office. Schools, a farmers’ market, and numerous local jobs are also nearby.

Locating affordable homes near employment, transportation, education, and essential services can help reduce the time and expense required to reach everyday needs.
